I suggest the creation of 3 Wither Skulls, that are spread throughout the town, hopefully, for the creation of a Wither.
Ideas?

I think that each Nation starts with one, and the third is hidden somewhere in the map, which then means that the creation of a wither will only occur after the overthrow of a nation, and also making it (hopefully) a sort of end-game objective
